Narrative:
Nov/xa/99 at XA08, air carrier flight from jackson, ms, to atlanta, GA, was involved in a runway crossing/hold short clearance error that resulted in action to avoid runway incursion across active runway. Aircraft X landed on runway 27L at atl and cleared at taxiway N2. Atl tower instructed aircraft X to cross runway 27R at intersection T. First officer read back clearance to cross runway 27R at intersection T with no response from tower. As aircraft X approached runway 27R, the crew notice an L1011 beginning its takeoff roll, at which time the clearance to cross was clarified while simultaneously applying brakes to hold short of what was an active runway. Tower then instructed aircraft X to hold short! Aircraft X was able to hold short and the L1011 continued takeoff without incident. Although aircraft X was able to hold short of runway 27R, the aircraft came to stop approximately 20 ft beyond hold short line. Congested airport with 2 separate frequencys each for north and south complex at atl leads to potential problems. Controller's instructions were hard to understand ('cross,' 'hold short,' 'join,' not clear) and nonstandard leading crew to query controller. Supplemental information from acn 454690: issue #2: crossing an active runway not monitoring takeoff frequency. If we would switch radio to inboard frequency for crossing, situational awareness would be enhanced.

Narrative: NOV/XA/99 AT XA08, ACR FLT FROM JACKSON, MS, TO ATLANTA, GA, WAS INVOLVED IN A RWY XING/HOLD SHORT CLRNC ERROR THAT RESULTED IN ACTION TO AVOID RWY INCURSION ACROSS ACTIVE RWY.
