Narrative:

Military flight IFR orf direct nip. Aircraft commander mistakenly taxied onto duty runway after being cleared to taxi to the runway. Night/IMC, snow covered txwys contributed to the incursion, and the first officer (me) being 'heads down' to complete the post deice checklist. Tower/ground informed aircraft commander that he had taxied onto an active runway and that he needed to clear to accommodate traffic at 3 mi for landing. The remainder of the flight was uneventful. Good job by a heads up controller. We debriefed the situation 'in-house' and will make a point of briefing and xchking taxi rtes at unfamiliar fields before beginning to taxi.
