Narrative:

After completing a maximum effort landing on the assault landing zone (324 degree direction), we perceived to receive a takeoff clearance on runway 14 (main landing surface) from intersection H1. After turning onto the runway, I called the tower to verify our instructions for maneuvering back to the runway. Coming lined up with the runway centerline, the tower instructed us to hold short of the runway (too late) and we noticed a formation of 2 C130's on the other end of the runway facing us with lights turning on as if to take off. We informed the tower we were on the runway and taxied clear. Contributing factors: 1) upon that landing, the left landing light burned out, causing a minor distraction. 2) there was discussion turning off the landing runway about a concern with brake cooling in reference to multiple assault zone lndgs performed. 3) the VHF radio used for communication (VHF #2) does not work well on the ground with other stations (tower/ground). The position where the aircraft was during communication had the tower behind us, as well as the flight of 2 C130's. We never heard the flight of C130's until we were facing them. 4) at home, talking to the youngstown tower supervisor on the phone, he said our radio was barely readable. No ATC facility informed us this all night. 5) the other flight of two's radio communication was weak, and soft spoken. Assessment: what I perceive now to have happened, was that I requested an intersection departure. Either I stepped on the tower or didn't hear him using another call sign, but what did get through was 'roger, clear for takeoff,' but I was actually responding to the flight's takeoff clearance. Since our aircraft was facing away from the tower, my guess is that he never heard me. It was only after we were on the runway (at a higher elevation) facing the tower, that he finally heard me and responded. Human factor: tower not informing us our radios were unreadable until the flight of 2 C130's taxied out. We were the only aircraft in the pattern. We were not aware of them coming out and were not looking for them specifically. The minor distrs mentioned above may contribute to not hearing tower clearing the flight.

Title: MIL FLT CREW HAS RWY INCURSION DURING PRACTICE LNDGS AT YNG.

NO ATC FACILITY INFORMED US THIS ALL NIGHT. 5) THE OTHER FLT OF TWO'S RADIO COM WAS WEAK, AND SOFT SPOKEN. ASSESSMENT: WHAT I PERCEIVE NOW TO HAVE HAPPENED, WAS THAT I REQUESTED AN INTXN DEP. EITHER I STEPPED ON THE TWR OR DIDN'T HEAR HIM USING ANOTHER CALL SIGN, BUT WHAT DID GET THROUGH WAS 'ROGER, CLR FOR TKOF,' BUT I WAS ACTUALLY RESPONDING TO THE FLT'S TKOF CLRNC. SINCE OUR ACFT WAS FACING AWAY FROM THE TWR, MY GUESS IS THAT HE NEVER HEARD ME. IT WAS ONLY AFTER WE WERE ON THE RWY (AT A HIGHER ELEVATION) FACING THE TWR, THAT HE FINALLY HEARD ME AND RESPONDED. HUMAN FACTOR: TWR NOT INFORMING US OUR RADIOS WERE UNREADABLE UNTIL THE FLT OF 2 C130'S TAXIED OUT. WE WERE THE ONLY ACFT IN THE PATTERN. WE WERE NOT AWARE OF THEM COMING OUT AND WERE NOT LOOKING FOR THEM SPECIFICALLY. THE MINOR DISTRS MENTIONED ABOVE MAY CONTRIBUTE TO NOT HEARING TWR CLRING THE FLT.
