Narrative:
Runway 1R/19L has been closed for some period of time. Flight lead acknowledged our taxi instruction to hold short of runway 1R. However, as he turned the corner and continued to taxi, I realized he was not going to stop and began to key the microphone. He started talking to ground control and asked if we were cleared to hold short of runway 1L. After some stuttering and hesitation, ground said 'yes, hold short of runway 1L.' in the meantime, lead had completely crossed runway 1R while talking. Lesson: if there is a doubt, hold short, stop, whatever -- but do not continue!

Title: MIL F18 ACFT, A FLT OF 2, LEAD PLT HAD A RWY INCURSION AFTER HE DID NOT HOLD SHORT OF THE RWY.
Narrative: RWY 1R/19L HAS BEEN CLOSED FOR SOME PERIOD OF TIME. FLT LEAD ACKNOWLEDGED OUR TAXI INSTRUCTION TO HOLD SHORT OF RWY 1R.
