Narrative:
On nov/xa/99, I was first officer of air carrier X flight from bhm to phl. I was handling radio communications while captain was PF. Also aboard was a jump seating employee. ZTL cleared us to climb to FL330. Shortly afterwards, we were handed off to another controller. I advised ATC of our current altitude and climbing to FL330. Center instructed us to expedite to FL270. I repeated to expedite to FL270 and climbing to FL330. At approximately FL275, ATC asked if we were leveling at FL270. The captain got on the radio and told center we were cleared to FL330 and expedite through FL270. At about this time, TCASII alerted us with a descend RA, which we complied with. We descended below FL270 and after the RA climbed back to FL270. The captain advised ATC we were complying with a TCASII RA. Moments later we were cleared to climb to FL330. The captain acknowledged and apologized for any misunderstanding. The controller responded and did not imply there were any problems.

SHORTLY AFTERWARDS, WE WERE HANDED OFF TO ANOTHER CTLR. I ADVISED ATC OF OUR CURRENT ALT AND CLBING TO FL330. CTR INSTRUCTED US TO EXPEDITE TO FL270. I REPEATED TO EXPEDITE TO FL270 AND CLBING TO FL330. AT APPROX FL275, ATC ASKED IF WE WERE LEVELING AT FL270. THE CAPT GOT ON THE RADIO AND TOLD CTR WE WERE CLRED TO FL330 AND EXPEDITE THROUGH FL270. AT ABOUT THIS TIME, TCASII ALERTED US WITH A DSND RA, WHICH WE COMPLIED WITH. WE DSNDED BELOW FL270 AND AFTER THE RA CLBED BACK TO FL270. THE CAPT ADVISED ATC WE WERE COMPLYING WITH A TCASII RA. MOMENTS LATER WE WERE CLRED TO CLB TO FL330. THE CAPT ACKNOWLEDGED AND APOLOGIZED FOR ANY MISUNDERSTANDING. THE CTLR RESPONDED AND DID NOT IMPLY THERE WERE ANY PROBS.
