Narrative:

Scheduled to fly grr-dtw-alb-dtw using same aircraft. After stop in dtw, first officer and mechanic both conducted walkarounds and found aircraft in normal condition. As we departed dtw (taxiing), first officer performed control check on elevators and ailerons/spoilers -- was unable to move control wheel to left. Returned to gate to have maintenance check aircraft. Found minor damage to right wing flap and significant damage to right aileron control tab preventing any movement of aileron to left. Found baggage tug driver had hit aircraft but had not mentioned damage to anyone.
