Narrative:
Northbound on UG436, TCASII announced 'traffic.' showed a yellow target directly ahead of us at 40 mi. Traffic was 200 ft below us and climbing. We monitored the traffic's climb and at 10 mi range directly in front of us, his altitude was the same as ours. TCASII issued an RA warning and commanded an 1800 FPM 'descend now.' I disconnected autoplt and descended as directed and observed large jet passing close overhead. TCASII advised, 'clear of conflict.' contacted guayaquil and they advised 'roger.' talked on common radio frequency to aircraft Y. They were sbound on same airway. Advised were complying with a clearance to climb from FL330 to FL370.

Title: ACR CLRED TO CLB THROUGH AIRSPACE OCCUPIED BY ANOTHER ACFT IN FOREIGN AIRSPACE. TCASII GIVES ADEQUATE WARNING.
Narrative: NBOUND ON UG436, TCASII ANNOUNCED 'TFC.' SHOWED A YELLOW TARGET DIRECTLY AHEAD OF US AT 40 MI. TFC WAS 200 FT BELOW US AND CLBING. WE MONITORED THE TFC'S CLB AND AT 10 MI RANGE DIRECTLY IN FRONT OF US, HIS ALT WAS THE SAME AS OURS. TCASII ISSUED AN RA WARNING AND COMMANDED AN 1800 FPM 'DSND NOW.' I DISCONNECTED AUTOPLT AND DSNDED AS DIRECTED AND OBSERVED LARGE JET PASSING CLOSE OVERHEAD. TCASII ADVISED, 'CLR OF CONFLICT.' CONTACTED GUAYAQUIL AND THEY ADVISED 'ROGER.' TALKED ON COMMON RADIO FREQ TO ACFT Y. THEY WERE SBOUND ON SAME AIRWAY. ADVISED WERE COMPLYING WITH A CLRNC TO CLB FROM FL330 TO FL370.
