Narrative:

Air carrier X after passing plsnt intersection on approach to phx, we were issued a descent to 10000 ft and slow to 250 KTS. Shortly thereafter, were assigned to descend to 7000 ft and slow to 210 KTS. As we descended, my first officer and I noticed a company air carrier Y headed nebound which had departed runway 26R and was now at our 2 O'clock. We both remarked that the closure rate and separation seemed less than normal. As the aircraft disappeared behind us at our 4 O'clock we received a TCASII 'monitor vertical speed.' several seconds later ATC requested our altitude, which was the 7500 ft. We were advised that our assigned altitude was 10000 and not 7000 ft and were instructed to climb to 8000 ft. I responded that 'for the record we were assigned 7000 ft and 210 KTS.' the flight was completed without further incident. Our company/ATC liaison confirmed via ATC tapes that the controller had issued a descent to 7000 ft.

Title: ACR X UNCOORDINATED DSCNT INTO DEP CTL AIRSPACE TCASII RA HAD LTSS FROM ACR Y. SYS ERROR.

Narrative: ACR X AFTER PASSING PLSNT INTXN ON APCH TO PHX, WE WERE ISSUED A DSCNT TO 10000 FT AND SLOW TO 250 KTS. SHORTLY THEREAFTER, WERE ASSIGNED TO DSND TO 7000 FT AND SLOW TO 210 KTS. AS WE DSNDED, MY FO AND I NOTICED A COMPANY ACR Y HEADED NEBOUND WHICH HAD DEPARTED RWY 26R AND WAS NOW AT OUR 2 O'CLOCK. WE BOTH REMARKED THAT THE CLOSURE RATE AND SEPARATION SEEMED LESS THAN NORMAL. AS THE ACFT DISAPPEARED BEHIND US AT OUR 4 O'CLOCK WE RECEIVED A TCASII 'MONITOR VERT SPD.' SEVERAL SECONDS LATER ATC REQUESTED OUR ALT, WHICH WAS THE 7500 FT. WE WERE ADVISED THAT OUR ASSIGNED ALT WAS 10000 AND NOT 7000 FT AND WERE INSTRUCTED TO CLB TO 8000 FT. I RESPONDED THAT 'FOR THE RECORD WE WERE ASSIGNED 7000 FT AND 210 KTS.' THE FLT WAS COMPLETED WITHOUT FURTHER INCIDENT. OUR COMPANY/ATC LIAISON CONFIRMED VIA ATC TAPES THAT THE CTLR HAD ISSUED A DSCNT TO 7000 FT.
