Narrative:
XA33Z, altitude FL240. ATC facility: pap. Location: 40 mi southeast of joses. En route, upon reporting in to mia, 10 mins prior to joses, requested a higher altitude with mia with pap concurrence. Mia approved FL280' with mteg approval. I went back to mteg and they approved climb and frequency change to mia. First officer initiated climb. I checked back in with mia informing them of our position and climb. The controller responded, ' with maintain FL240 until joses then climb to FL280. We went back down to FL240. The controller stated there was no traffic hence no conflict. I have flown from mia through mteg airspace for many yrs. Because of difficult communication between ZMA and mteg ATC, crews often coordinate altitude and route changes between ZMA and mteg. This is my first case of any problem. I do not believe we violated any rule or regulation.

Narrative: XA33Z, ALT FL240. ATC FACILITY: PAP. LOCATION: 40 MI SE OF JOSES. ENRTE, UPON RPTING IN TO MIA, 10 MINS PRIOR TO JOSES, REQUESTED A HIGHER ALT WITH MIA WITH PAP CONCURRENCE. MIA APPROVED FL280' WITH MTEG APPROVAL. I WENT BACK TO MTEG AND THEY APPROVED CLB AND FREQ CHANGE TO MIA. FO INITIATED CLB. I CHKED BACK IN WITH MIA INFORMING THEM OF OUR POS AND CLB. THE CTLR RESPONDED, ' WITH MAINTAIN FL240 UNTIL JOSES THEN CLB TO FL280. WE WENT BACK DOWN TO FL240. THE CTLR STATED THERE WAS NO TFC HENCE NO CONFLICT. I HAVE FLOWN FROM MIA THROUGH MTEG AIRSPACE FOR MANY YRS. BECAUSE OF DIFFICULT COM BTWN ZMA AND MTEG ATC, CREWS OFTEN COORDINATE ALT AND RTE CHANGES BTWN ZMA AND MTEG. THIS IS MY FIRST CASE OF ANY PROB. I DO NOT BELIEVE WE VIOLATED ANY RULE OR REG.
