Narrative:
Aircraft X departed chs northwest to cae during very busy traffic. Climbed to 6000 ft, aircraft Y 6000 ft overflt southwest towards sav. I got extremely busy and did not see conflict until conflict alert activated. Called traffic at 3 mi and turned aircraft Y south. Aircraft Y reported traffic in sight. I was working approximately 15 aircraft at this time, one of which spoke broken english and was not responding to my calls. I diverted my attention to concentrating on getting an acknowledgement from foreign pilot when incidents occurred.

Title: RADAR APCH CTLR AT CHS ALLOWED A DEPARTING ACFT CLBING TO 6000 FT TO CONFLICT WITH AN ENRTE ACFT AT 6000 FT.
Narrative: ACFT X DEPARTED CHS NW TO CAE DURING VERY BUSY TFC. CLBED TO 6000 FT, ACFT Y 6000 FT OVERFLT SW TOWARDS SAV. I GOT EXTREMELY BUSY AND DID NOT SEE CONFLICT UNTIL CONFLICT ALERT ACTIVATED. CALLED TFC AT 3 MI AND TURNED ACFT Y S. ACFT Y RPTED TFC IN SIGHT. I WAS WORKING APPROX 15 ACFT AT THIS TIME, ONE OF WHICH SPOKE BROKEN ENGLISH AND WAS NOT RESPONDING TO MY CALLS.
