Narrative:
On the morning of dec/xa/99, as captain of a PA31/350 on a ramp at fll, was supervising in loading various cargo into the airplane. I had noticed several boxes of various paint strippers, thinner/reducer and 4 1-GALLON cans of paint. 4 people were involved in loading -- 2 of which were pilots. I had stated to one of the people that the paint products were not to be loaded into the airplane, thinking that he was in charge and would tell the others. The cargo was stacked on the ramp around and behind the airplane's left wing. I became involved loading cargo into the airplane's right nacelle. While I was there, 1 of the 4 had loaded 3 of the gallon cans of the paint into the left nacelle. I found this out as a safety inspector of the FAA conducted a ramp inspection.
