Narrative:
Near midair collision approximately 10 mi west of atl. We were climbing through FL213 to an assigned altitude of FL230. The controller issued a TA and we replied we were looking. The traffic was issued as 12 O'clock opposite direction jet. We turned on the landing lights. We saw the traffic as it passed over us. The jet said his TCASII issued an RA and that he missed us by 500 ft. The pilot said he would report the incident. Please install TCASII on cargo airplanes.

Title: ACR FREIGHTER CREW COMPLAINS OF NO TCASII ON FREIGHT ACFT AFTER AN NMAC WITH ANOTHER ACFT IN CLASS A AIRSPACE.
Narrative: NMAC APPROX 10 MI W OF ATL. WE WERE CLBING THROUGH FL213 TO AN ASSIGNED ALT OF FL230. THE CTLR ISSUED A TA AND WE REPLIED WE WERE LOOKING. THE TFC WAS ISSUED AS 12 O'CLOCK OPPOSITE DIRECTION JET. WE TURNED ON THE LNDG LIGHTS. WE SAW THE TFC AS IT PASSED OVER US. THE JET SAID HIS TCASII ISSUED AN RA AND THAT HE MISSED US BY 500 FT. THE PLT SAID HE WOULD RPT THE INCIDENT. PLEASE INSTALL TCASII ON CARGO AIRPLANES.
