Narrative:
I was cleared by frg tower to enter a right downwind for runway 19. As I was making a 45 degree entry at the corner of the crosswind/downwind leg, the cherokee appeared in my right windshield and crossed in front of me. I banked sharply to the right and descended. The tower controller asked the cherokee if he saw me. He said he didn't. Apparently he had taken off on runway 19 and was making right closed traffic. Certainly more external scanning might have alerted me to his position earlier. If the controller had mentioned the cherokee was in the pattern when he directed me to the right downwind, that would have helped also.

Title: A C182 COMMERCIAL PLT HAS AN NMAC WITH A CHEROKEE IN THE TFC PATTERN AT FRG, NY. THERE WAS NO TA ISSUED TO EITHER PLT.
Narrative: I WAS CLRED BY FRG TWR TO ENTER A R DOWNWIND FOR RWY 19. AS I WAS MAKING A 45 DEG ENTRY AT THE CORNER OF THE XWIND/DOWNWIND LEG, THE CHEROKEE APPEARED IN MY R WINDSHIELD AND CROSSED IN FRONT OF ME. I BANKED SHARPLY TO THE R AND DSNDED. THE TWR CTLR ASKED THE CHEROKEE IF HE SAW ME. HE SAID HE DIDN'T. APPARENTLY HE HAD TAKEN OFF ON RWY 19 AND WAS MAKING R CLOSED TFC. CERTAINLY MORE EXTERNAL SCANNING MIGHT HAVE ALERTED ME TO HIS POS EARLIER. IF THE CTLR HAD MENTIONED THE CHEROKEE WAS IN THE PATTERN WHEN HE DIRECTED ME TO THE R DOWNWIND, THAT WOULD HAVE HELPED ALSO.
