Prc conducts traffic comparable to jfk, in a non radar environment. (Western campus of embry-riddle there.) many nmacs occur -- some documented, some not. Local auths, FAA controllers, FAA management, airport, city and state officials have gone above and beyond to get radar installed there. Trw's 'galaxy' inexpensive radar sits ready for testing and installation but is halted because of bureaucratic 'competition' issues in washington with another radar vendor -- raytheon. Meanwhile, people could be killed by a collision between 2 or more aircraft receiving advisories only by FAA personnel unable to provide necessary levels of safety.
