Narrative:
Evv ATCT emergency/hijack/radio failure beacon code aural alarm is non functional. This failure may be related to the recent installation of the ARTS iie program. I first noticed this situation during an airways facilities equipment check on or about jan/wed/00. The technician involved reacted as if he had no prior knowledge of the malfunction. Since that time we instructed one lost aircraft to squawk 7700 with no corresponding alarm, and at the time of writing this report (jan/thu/00 approximately XA30Z) another aircraft squawked 7700 as a test and there was again no alarm. Callback conversation with reporter revealed the following information: reporter stated that the problem has been fixed but does not know what work was down. He said evv is an up and down facility and at 2300 hours, evv approach control is combined to the tower cabin attendant. There are no speakers in the tower cabin attendant to receive an aural alarm but the facility technicians are aware and working on the problem.

Title: A CTLR AT EVV APCH FACILITY DISCOVERED THAT SHORTLY AFTER INSTALLATION OF THE ARTS 2 PROGRAM, THE AURAL ALARM DID NOT SOUND WHEN AN ACFT USED SQUAWK 7700.
Narrative: EVV ATCT EMER/HIJACK/RADIO FAILURE BEACON CODE AURAL ALARM IS NON FUNCTIONAL. THIS FAILURE MAY BE RELATED TO THE RECENT INSTALLATION OF THE ARTS IIE PROGRAM. I FIRST NOTICED THIS SIT DURING AN AIRWAYS FACILITIES EQUIP CHK ON OR ABOUT JAN/WED/00. THE TECHNICIAN INVOLVED REACTED AS IF HE HAD NO PRIOR KNOWLEDGE OF THE MALFUNCTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE PROB HAS BEEN FIXED BUT DOES NOT KNOW WHAT WORK WAS DOWN. HE SAID EVV IS AN UP AND DOWN FACILITY AND AT 2300 HRS, EVV APCH CTL IS COMBINED TO THE TWR CAB. THERE ARE NO SPEAKERS IN THE TWR CAB TO RECEIVE AN AURAL ALARM BUT THE FACILITY TECHNICIANS ARE AWARE AND WORKING ON THE PROB.
