Narrative:
Flying at FL310, copilot's window started arcing. Turned off window heat as per cockpit operations manual. 2 mins later, window cracked. Determined outside pane only. Due to icing conditions in europe, dispatch decided we should land dtw. Dumped 24000 pounds fuel and landed dtw.

Narrative: FLYING AT FL310, COPLT'S WINDOW STARTED ARCING. TURNED OFF WINDOW HEAT AS PER COCKPIT OPS MANUAL. 2 MINS LATER, WINDOW CRACKED. DETERMINED OUTSIDE PANE ONLY. DUE TO ICING CONDITIONS IN EUROPE, DISPATCH DECIDED WE SHOULD LAND DTW. DUMPED 24000 LBS FUEL AND LANDED DTW.
