Narrative:
Exceeded 250 KTS below 10000 ft and missed crossing restr of 20 mi out of osi at 8000 ft. Contributing factors included not having FMS, on board for the first time, not carefully planning descent at 600 KT ground speed, first officer not saying anything until arrest could not be made. Initiated descent into sfo too late with strong tailwinds. Plan for reduction of airspeed to 250 KTS at 12 mi from shoreline but was unable to reduce speed until 5 mi offshore in an attempt to make crossing restr.

Narrative: EXCEEDED 250 KTS BELOW 10000 FT AND MISSED XING RESTR OF 20 MI OUT OF OSI AT 8000 FT. CONTRIBUTING FACTORS INCLUDED NOT HAVING FMS, ON BOARD FOR THE FIRST TIME, NOT CAREFULLY PLANNING DSCNT AT 600 KT GND SPD, FO NOT SAYING ANYTHING UNTIL ARREST COULD NOT BE MADE.
