Narrative:
ZOB cleared flight to descend to FL280 60 NM east of djb VOR. Captain (the PNF) programmed computer (FMS) to a point 13 NM east of phaty intersection on J60. The combined mileage to djb was 40 NM vice 60 NM. Aircraft notified us of its inability to make descent by ATC. Aircraft, however, showed us starting a slow descent and following our vertical path. Aircraft was actually just passing descent leveloff point when descent was initiated. Poor cockpit coordination/backup. Not properly verifying mileage after ATC instructions. Captain previously trained in B757, waypoints that distant from fix along route must be associated to closest waypoint. (No real need in A320 waypoints not associated with rtes.) early morning departure/short night rest (fatigue). Complacency.
