Narrative:

Approaching ord at 11000 ft, 300 KTS, approach control cleared us to 7000 ft. I was PF and was hand flying the airplane. I commanded 250 KTS and open descent, then pulled throttles to idle and reached for the speed brake handle. Pulling the handle aft, I was shocked to hear the overspd warning chime. I looked down at my right hand and discovered that instead of the speed brake handle, my hand was on the flap handle. Quickly, I moved the handle forward and the warning chime ceased. Approach and landing were routine. The first officer and I both estimated that only 2-3 seconds elapsed between when the handle was moved aft and returned forward. Callback conversation with reporter revealed the following information: the reporter stated the trailing edge flaps were activated momentarily and the flaps did not even begin to deploy before the overspd warning sounded. The reporter said the event was reported in the logbook for maintenance information to be available if inspection were required. The reporter said maintenance after debriefing the crew determined no inspection was required.

Title: AN AIRBUS 320 IN DSCNT AT 11000 FT, THE PF INADVERTENTLY DEPLOYED THE TRAILING EDGE FLAPS IN OVERSPD CONDITION.

Narrative: APCHING ORD AT 11000 FT, 300 KTS, APCH CTL CLRED US TO 7000 FT. I WAS PF AND WAS HAND FLYING THE AIRPLANE. I COMMANDED 250 KTS AND OPEN DSCNT, THEN PULLED THROTTLES TO IDLE AND REACHED FOR THE SPD BRAKE HANDLE. PULLING THE HANDLE AFT, I WAS SHOCKED TO HEAR THE OVERSPD WARNING CHIME. I LOOKED DOWN AT MY R HAND AND DISCOVERED THAT INSTEAD OF THE SPD BRAKE HANDLE, MY HAND WAS ON THE FLAP HANDLE. QUICKLY, I MOVED THE HANDLE FORWARD AND THE WARNING CHIME CEASED. APCH AND LNDG WERE ROUTINE. THE FO AND I BOTH ESTIMATED THAT ONLY 2-3 SECONDS ELAPSED BTWN WHEN THE HANDLE WAS MOVED AFT AND RETURNED FORWARD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE TRAILING EDGE FLAPS WERE ACTIVATED MOMENTARILY AND THE FLAPS DID NOT EVEN BEGIN TO DEPLOY BEFORE THE OVERSPD WARNING SOUNDED. THE RPTR SAID THE EVENT WAS RPTED IN THE LOGBOOK FOR MAINT INFO TO BE AVAILABLE IF INSPECTION WERE REQUIRED. THE RPTR SAID MAINT AFTER DEBRIEFING THE CREW DETERMINED NO INSPECTION WAS REQUIRED.
