Narrative:
We checked in with ZME as aircraft xy at FL190. Memphis replied with aircraft yx at FL190. In about 10 mins memphis requested yx descend to 16000 ft. The captain replied aircraft xy descending to 16000 ft with no reply from ATC. At about 400 ft below FL190 ATC announced he had aircraft yx and aircraft xy on frequency and aircraft yx maintain FL190. The captain climbed back to FL190.
