Narrative:
A mooney was cleared for takeoff from runway 14L. A caravan was cleared to cross runways 14R&left moments after landing runway 18 (runways 14R and 18 intersect). It appeared that the caravan was clear of runway 14L prior to the mooney taking the runway for departure. The ground controller brought it to my attention that the caravan was still crossing runway 14L with the mooney departing. Too late for corrective action to be sought. Contributing factors: 1) traffic was complex at the time with all runways being utilized for arrs and departures, 2) not a standard taxiing route for the caravan to take to get to his company ramp, 3) with it being dusk at the time, it was difficult to distinguish the position of the caravan with the blending of the airport lighting, and 4) scanning was accomplished prior to clearing the mooney for takeoff. Corrective actions: the air traffic manager is in the process of putting out 'informational items' pertaining to this incident. A heads up to the controller work force to watch out for the less obvious. I have initiated my own remedial training program to remedy this situation. I have reviewed numerous videos pertaining to controller scanning, controller awareness and runway incursions. I have also reviewed FAA directives and training manuals. The investigation is still pending.

Title: LACK OF GOOD INTRAFAC COORD LED TO A RWY INCURSION BY ACFT X AS ACFT Y WAS TAKING OFF.
Narrative: A MOONEY WAS CLRED FOR TKOF FROM RWY 14L. A CARAVAN WAS CLRED TO CROSS RWYS 14R&L MOMENTS AFTER LNDG RWY 18 (RWYS 14R AND 18 INTERSECT). IT APPEARED THAT THE CARAVAN WAS CLR OF RWY 14L PRIOR TO THE MOONEY TAKING THE RWY FOR DEP. THE GND CTLR BROUGHT IT TO MY ATTN THAT THE CARAVAN WAS STILL XING RWY 14L WITH THE MOONEY DEPARTING. TOO LATE FOR CORRECTIVE ACTION TO BE SOUGHT. CONTRIBUTING FACTORS: 1) TFC WAS COMPLEX AT THE TIME WITH ALL RWYS BEING UTILIZED FOR ARRS AND DEPS, 2) NOT A STANDARD TAXIING RTE FOR THE CARAVAN TO TAKE TO GET TO HIS COMPANY RAMP, 3) WITH IT BEING DUSK AT THE TIME, IT WAS DIFFICULT TO DISTINGUISH THE POS OF THE CARAVAN WITH THE BLENDING OF THE ARPT LIGHTING, AND 4) SCANNING WAS ACCOMPLISHED PRIOR TO CLRING THE MOONEY FOR TKOF.
