Narrative:
Forecast of good WX in dfw, planned to land with approximately 7000 pounds of fuel. On departure, extended vectors for traffic, still planned on landing with over 6000 pounds of fuel. On arrival, given holding instructions -- approximately 40 mins -- at glove intersection. Advised ATC that I would be unable to hold that long, probably only 1 turn in holding. After entering holding, advised ATC that I was minimum fuel, that I could not do another turn or would have to declare emergency for low fuel. They said further holding required. Declared emergency at that time. Cleared in on arrival, no delays. Landed with approximately 4800 pounds of fuel. Not too much I could have done differently -- not anticipating the delays with the WX that was forecast. This is one reason I always like to be conservative on the fuel loaded. It allows for sits to develop and still not have to worry about fuel -- ie, emergencys, unexpected delays. I thought I had enough here as a buffer, didn't turn out that way. I'll stay conservative. A report was submitted for declaring an emergency.

Title: AN S80 FLC HAS TO DECLARE AN EMER IN ORDER TO PROCEED ON TO DFW AND LAND WITH ADEQUATE FUEL. ZFW, TX.
Narrative: FORECAST OF GOOD WX IN DFW, PLANNED TO LAND WITH APPROX 7000 LBS OF FUEL. ON DEP, EXTENDED VECTORS FOR TFC, STILL PLANNED ON LNDG WITH OVER 6000 LBS OF FUEL. ON ARR, GIVEN HOLDING INSTRUCTIONS -- APPROX 40 MINS -- AT GLOVE INTXN. ADVISED ATC THAT I WOULD BE UNABLE TO HOLD THAT LONG, PROBABLY ONLY 1 TURN IN HOLDING. AFTER ENTERING HOLDING, ADVISED ATC THAT I WAS MINIMUM FUEL, THAT I COULD NOT DO ANOTHER TURN OR WOULD HAVE TO DECLARE EMER FOR LOW FUEL. THEY SAID FURTHER HOLDING REQUIRED. DECLARED EMER AT THAT TIME. CLRED IN ON ARR, NO DELAYS. LANDED WITH APPROX 4800 LBS OF FUEL. NOT TOO MUCH I COULD HAVE DONE DIFFERENTLY -- NOT ANTICIPATING THE DELAYS WITH THE WX THAT WAS FORECAST. THIS IS ONE REASON I ALWAYS LIKE TO BE CONSERVATIVE ON THE FUEL LOADED. IT ALLOWS FOR SITS TO DEVELOP AND STILL NOT HAVE TO WORRY ABOUT FUEL -- IE, EMERS, UNEXPECTED DELAYS.
