Narrative:
After deicing with type 1 and type 4 fluid, we taxied out to the runway. The taxiway and runway were not plowed. The unicom advised us that the conditions were 3 inches of wet snow with a crust. During takeoff roll, I pulled the yoke back to free the nosewheel. At V1 and vr speeds, I pulled on the yoke with no response. We aborted the takeoff with no further problems. Taxiing in to the gate, we talked to operations to deice again. A passenger was not going to make his flight, so I talked with dispatch and we canceled the flight. I did not write up the abort because I felt the problem was not the aircraft, but the snow on the runway with the combination of the deice fluid. Type 4 fluid has caused previous aborts at our airline.

Title: CAPT OF AN MDT HIGH TURBOPROP REJECTED TKOF DUE TO LOSS OF ACFT CTL DURING TKOF ROLL ON AN UNPLOWED SNOW COVERED ICY RWY.
Narrative: AFTER DEICING WITH TYPE 1 AND TYPE 4 FLUID, WE TAXIED OUT TO THE RWY. THE TXWY AND RWY WERE NOT PLOWED. THE UNICOM ADVISED US THAT THE CONDITIONS WERE 3 INCHES OF WET SNOW WITH A CRUST. DURING TKOF ROLL, I PULLED THE YOKE BACK TO FREE THE NOSEWHEEL. AT V1 AND VR SPDS, I PULLED ON THE YOKE WITH NO RESPONSE. WE ABORTED THE TKOF WITH NO FURTHER PROBS. TAXIING IN TO THE GATE, WE TALKED TO OPS TO DEICE AGAIN. A PAX WAS NOT GOING TO MAKE HIS FLT, SO I TALKED WITH DISPATCH AND WE CANCELED THE FLT. I DID NOT WRITE UP THE ABORT BECAUSE I FELT THE PROB WAS NOT THE ACFT, BUT THE SNOW ON THE RWY WITH THE COMBINATION OF THE DEICE FLUID. TYPE 4 FLUID HAS CAUSED PREVIOUS ABORTS AT OUR AIRLINE.
