Narrative:
While descending to cross dalas at 14000 ft MSL, approach control told us to slow, but did not tell us crossing restr did not apply. We ended up not getting to 14000 ft MSL on time.

Title: FLC OF A DC9-30 FAILED TO MAKE A STAR ARR XING RESTR DUE TO BEING SLOWED BY APCH CTLR CAUSING THE CREW TO BELIEVE THE XING RESTR WAS NOT THEN REQUIRED.
Narrative: WHILE DSNDING TO CROSS DALAS AT 14000 FT MSL, APCH CTL TOLD US TO SLOW, BUT DID NOT TELL US XING RESTR DID NOT APPLY. WE ENDED UP NOT GETTING TO 14000 FT MSL ON TIME.
