Narrative:
Approximately 1 yr ago, the minimum IFR altitudes were reworked at ZFW. Changes were made that lowered the overall mia's and small exceptions made for towers or higher mia areas. A tower exists at this location, which neither has a small higher exception nor where the existing mia is sufficient for clearance. Until this date, no ZFW controller knew of this tower. Management was notified of the error on feb/wed/00, but failed to make any changes until the memo was issued on feb/mon/00. The memo was merely placed in a binder where a verbal briefing would be needed. Monroe approach is the facility working this area. ZFW takes the airspace when mlu approach closes. The area is very close to the ILS runway 4 localizer. It is unknown how many aircraft under ZFW control have traversed this area at an improper altitude. ZFW management, when faced with this safety of flight issue, failed to take immediate action to issue a change to controller maps and pvd displays.

Title: ZFW CTLR CONCERNED WITH NON DISPLAYED OBSTRUCTION IN VICINITY OF MLU ARPT.

MGMNT WAS NOTIFIED OF THE ERROR ON FEB/WED/00, BUT FAILED TO MAKE ANY CHANGES UNTIL THE MEMO WAS ISSUED ON FEB/MON/00. THE MEMO WAS MERELY PLACED IN A BINDER WHERE A VERBAL BRIEFING WOULD BE NEEDED.
