Narrative:
Cleared into position and hold on runway 27R, we waited for takeoff clearance. Tower called us and cleared us for takeoff as we watched another air carrier power up (we could see his exhaust) to cross the runway at B5 (about 1000 ft in front of us). We rejected the takeoff clearance as we watched the other aircraft taxi in front of us. We were on tower frequency. Air carrier Y was on ground frequency. Tower acknowledged the mistake as theirs and told us to hold position. If air carrier Y was any farther away from us, we may not have seen them power up and would have had to reject the takeoff with possible disastrous results. Because we could see everything as it happened in front of us, there was no conflict. More care needs to be taken when crossing an aircraft across an active runway or split frequencys.

Title: FLC OF A B737 REJECTED TKOF CLRNC WHEN THEY OBSERVED A SUPER MD80 START XING THE RWY 1000 FT IN FRONT OF THEM.
Narrative: CLRED INTO POS AND HOLD ON RWY 27R, WE WAITED FOR TKOF CLRNC. TWR CALLED US AND CLRED US FOR TKOF AS WE WATCHED ANOTHER ACR PWR UP (WE COULD SEE HIS EXHAUST) TO CROSS THE RWY AT B5 (ABOUT 1000 FT IN FRONT OF US). WE REJECTED THE TKOF CLRNC AS WE WATCHED THE OTHER ACFT TAXI IN FRONT OF US. WE WERE ON TWR FREQ. ACR Y WAS ON GND FREQ. TWR ACKNOWLEDGED THE MISTAKE AS THEIRS AND TOLD US TO HOLD POS. IF ACR Y WAS ANY FARTHER AWAY FROM US, WE MAY NOT HAVE SEEN THEM PWR UP AND WOULD HAVE HAD TO REJECT THE TKOF WITH POSSIBLE DISASTROUS RESULTS. BECAUSE WE COULD SEE EVERYTHING AS IT HAPPENED IN FRONT OF US, THERE WAS NO CONFLICT. MORE CARE NEEDS TO BE TAKEN WHEN XING AN ACFT ACROSS AN ACTIVE RWY OR SPLIT FREQS.
