Narrative:
TCASII RA below 500 ft on approach -- helicopter. Tower allowed helicopter to get too close to us and violate our glide path. Helicopter made a turn in violation of tower clearance. After clear of conflict and missed approach begun, we made a safe 40 degree flap landing. Talked to tower supervisors at XA22 and told them I would file report and call it a near miss. In all my yrs of flying (36) this was the only time I had helicopter traffic cross under me inside the FAF or get that clearance. Believe tower erred and helicopter pilot erred.
