Narrative:
I was the captain. Ground and tower frequency were very busy. Ground told us to monitor tower. We were listening to tower and were told to 'taxi to runway 12R.' we were not told to hold 'short.' we taxied onto runway 12R, we saw a learjet on 3 mi final. We asked tower if we were 'cleared into position.' tower said no! We exited the runway and the learjet went around. Due to congestion, high volume on both frequencys, we misunderstood the clearance as 'taxi onto runway 12R!

Title: RWY INCURSION AT HOUSTON. HOBBY.
Narrative: I WAS THE CAPT. GND AND TWR FREQ WERE VERY BUSY. GND TOLD US TO MONITOR TWR. WE WERE LISTENING TO TWR AND WERE TOLD TO 'TAXI TO RWY 12R.' WE WERE NOT TOLD TO HOLD 'SHORT.' WE TAXIED ONTO RWY 12R, WE SAW A LEARJET ON 3 MI FINAL. WE ASKED TWR IF WE WERE 'CLRED INTO POS.' TWR SAID NO! WE EXITED THE RWY AND THE LEARJET WENT AROUND. DUE TO CONGESTION, HIGH VOLUME ON BOTH FREQS, WE MISUNDERSTOOD THE CLRNC AS 'TAXI ONTO RWY 12R!
