Narrative:

Received departure clearance and copied full route on outsized piece of paper, not on normal pad because the full route was from teb-bfi (seattle) departure control frequency was 119.2. Did not set up departure control frequency on normal preselect frequency page of radio remote tuner, because of interruption and forgot to do it later. The departure frequency was overlooked in the taxi checklist when we reviewed the departure. I don't know why it was not reviewed. The copilot assumed on takeoff that the incorrect frequency set in the remote tuner from a previous event was the correct one. The correct frequency as copied in the clearance had fallen to the cockpit floor. Confusion reigned as we went back to tower for 119.2. We remained at 1300 ft MSL per the SID until acquiring departure control on 119.2. Part of the problem lies in the original clearance on the teb 2 SID. We needed runway 19, which caused a change to the dalton SID while taxiing. The new frequency for departure was assigned and I am not sure it was preset or if it was, then no one answered. There may have been a low flying helicopter which came near our flight path. I do not know if there was a conflict. Very uncomfortable being gear up, NORDO under traffic into ewr. Discussed absolute need to brief all aspects of departure including proper frequency assignment.

Title: ASTRA CREW HAD COCKPIT PAPERWORK CONFUSION ON DEP AT TEB.
