Narrative:

Advised tower 'ready for departure request runway 34L.' tower said 'approved.' tower requested 'say direction of flight.' I requested a left crosswind departure and was cleared for takeoff. Prior to entering the active I turned on transponder, strobe lights, recognition lights, and landing lights. Started takeoff roll on runway 34L. Approaching rotation speed tower cleared a cessna citation into position and hold on runway 16R. Citation was on runway as I broke ground. Tower controller requested that I offset to the right for traffic on the runway. Loss of separation due to controller clearing to aircraft on to runway with opposite departure directions. My aircraft was directly in front of the tower with all external lights on when citation was cleared onto runway. Controller was working 2 frequencys and was distracted.

Title: VNY COMBINED GND AND LCL CTL AT NIGHT CLRED A CESSNA CITATION IN POS TO HOLD ON THE OPPOSITE END OF THE RWY ON WHICH HE HAD CLRED A MOONEY M20J FOR TKOF. THE MOONEY FLEW OVER THE CITATION AT 300 FT WITH ALL LIGHTS ON.

APCHING ROTATION SPD TWR CLRED A CESSNA CITATION INTO POS AND HOLD ON RWY 16R. CITATION WAS ON RWY AS I BROKE GND. TWR CTLR REQUESTED THAT I OFFSET TO THE R FOR TFC ON THE RWY. LOSS OF SEPARATION DUE TO CTLR CLRING TO ACFT ON TO RWY WITH OPPOSITE DEP DIRECTIONS. MY ACFT WAS DIRECTLY IN FRONT OF THE TWR WITH ALL EXTERNAL LIGHTS ON WHEN CITATION WAS CLRED ONTO RWY. CTLR WAS WORKING 2 FREQS AND WAS DISTRACTED.
