Narrative:
Oak. This facility often has 1 controller working both ground control and clearance! This would be no problem if they would do both on 1 frequency (ground) but they use 2 frequencys. It is easy to step on another aircraft getting clearance when you contact ground. Simple solution: on oak ATIS tell everyone to pick up clearance on ground control frequency.

Narrative: OAK. THIS FACILITY OFTEN HAS 1 CTLR WORKING BOTH GND CTL AND CLRNC! THIS WOULD BE NO PROB IF THEY WOULD DO BOTH ON 1 FREQ (GND) BUT THEY USE 2 FREQS. IT IS EASY TO STEP ON ANOTHER ACFT GETTING CLRNC WHEN YOU CONTACT GND. SIMPLE SOLUTION: ON OAK ATIS TELL EVERYONE TO PICK UP CLRNC ON GND CTL FREQ.
