Narrative:

While working the harley sector in ZAU, air carrier X departed mke sbound. X called me and I told the pilot to climb to 16000 ft for traffic at 17000 ft. After the traffic was no longer a factor, I climbed X to FL190. Then air carrier off mke sbound, and mke approach called requesting higher. I approved climb to FL180. I then called mke approach back and told the controller to amend Y's altitude to 16000 ft. Y called me and climbed the aircraft to FL180 on a 220 degree heading, with the intent to continue Y climb to FL230 once I got lateral separation with X. I pointed Y out to the eon sector controller climbing high sbound. I shipped X to eon, then shipped the Y to the jot sector controller without climbing the aircraft to FL230. The jot sector controller called me requesting control of Y because I forgot to climb Y to FL230. Once the jot sector controller climbed Y, the deal occurred.

AFTER THE TFC WAS NO LONGER A FACTOR, I CLBED X TO FL190. THEN ACR OFF MKE SBOUND, AND MKE APCH CALLED REQUESTING HIGHER. I APPROVED CLB TO FL180. I THEN CALLED MKE APCH BACK AND TOLD THE CTLR TO AMEND Y'S ALT TO 16000 FT. Y CALLED ME AND CLBED THE ACFT TO FL180 ON A 220 DEG HDG, WITH THE INTENT TO CONTINUE Y CLB TO FL230 ONCE I GOT LATERAL SEPARATION WITH X. I POINTED Y OUT TO THE EON SECTOR CTLR CLBING HIGH SBOUND. I SHIPPED X TO EON, THEN SHIPPED THE Y TO THE JOT SECTOR CTLR WITHOUT CLBING THE ACFT TO FL230. THE JOT SECTOR CTLR CALLED ME REQUESTING CTL OF Y BECAUSE I FORGOT TO CLB Y TO FL230. ONCE THE JOT SECTOR CTLR CLBED Y, THE DEAL OCCURRED.
