Narrative:
Approach control cleared our call sign to join and fly localizer back course runway 14. We acknowledged. Approach control instruction with call sign to maintain speed to a FAF, not located on localizer back course runway 14. Not knowing if ATC had mistaken aircraft, call signs, position, runway approach. We asked for clarification. ATC without using call signs called out a FAF (wzard) late to runway 14. I asked point blank for ATC to identify by call sign what he expected our flight to do. We received a TCASII TA. Another aircraft broadcast having responded to an RA. On tower frequency several aircraft advise they had received late 'turn on' to final instruction, as had we. Fwa has made poor 'turn on' calls recently. ATC misident aircraft and call signs is frequent.

Title: CAPT OF AN ARC MDT REQUESTED CLRNC CLARIFICATION DURING VECTOR TO THE FINAL FIX FOR A LOC BACK COURSE APCH SINCE THERE WERE OTHER ACFT IN THE AREA WHO HAD TRIGGERED A TCASII TA.
Narrative: APCH CTL CLRED OUR CALL SIGN TO JOIN AND FLY LOC BACK COURSE RWY 14. WE ACKNOWLEDGED. APCH CTL INSTRUCTION WITH CALL SIGN TO MAINTAIN SPD TO A FAF, NOT LOCATED ON LOC BACK COURSE RWY 14. NOT KNOWING IF ATC HAD MISTAKEN ACFT, CALL SIGNS, POS, RWY APCH. WE ASKED FOR CLARIFICATION. ATC WITHOUT USING CALL SIGNS CALLED OUT A FAF (WZARD) LATE TO RWY 14. I ASKED POINT BLANK FOR ATC TO IDENT BY CALL SIGN WHAT HE EXPECTED OUR FLT TO DO. WE RECEIVED A TCASII TA. ANOTHER ACFT BROADCAST HAVING RESPONDED TO AN RA. ON TWR FREQ SEVERAL ACFT ADVISE THEY HAD RECEIVED LATE 'TURN ON' TO FINAL INSTRUCTION, AS HAD WE. FWA HAS MADE POOR 'TURN ON' CALLS RECENTLY. ATC MISIDENT ACFT AND CALL SIGNS IS FREQUENT.
