Narrative:
During VFR approach to dpa, local control advised us to call 2 mi northeast on left base to runway 15. Traffic using runway 10 and runway 15 (non crossing runways). On left base, tower cleared us to land. Prior to landing clearance, tower departed IFR traffic runway 15 with runway heading release. On 1 mi final, we noticed an aircraft on the landing runway proceeding in the opposite direction (runway 33). We expected the traffic to clear at a center taxiway, but the plane (opposite direction) on runway 33 lifted off into our landing approach. We executed a missed approach, advised tower and proceeded to enter left upwind, keeping visual separation. We remained in left traffic and landed. Departing aircraft, according to tower, had been instructed to taxi to runway 15, but taxied to runway 33. Departing aircraft given clearance to depart runway 15 (when we were 2 mi out) but took runway 33 and departed. Neither ground nor local control visually observed the airplane on the ground. Tower did not observe the aircraft depart. We had to point the traffic out to the tower as it passed at the approach end of runway 15.

Title: PLT OF A PIPER PA28 ON SHORT FINAL MAKES GAR AFTER OBSERVING ANOTHER PA28 TAKING OFF AND CLBING RIGHT AT HIM. THE TWR CTLR DID NOT SEE THE PA28 TAKE OFF IN THE OPPOSITE DIRECTION THE TO THE RUNWAY HE HAD GIVEN IN TKOF CLRNC.
Narrative: DURING VFR APCH TO DPA, LCL CTL ADVISED US TO CALL 2 MI NE ON L BASE TO RWY 15. TFC USING RWY 10 AND RWY 15 (NON XING RWYS). ON L BASE, TWR CLRED US TO LAND. PRIOR TO LNDG CLRNC, TWR DEPARTED IFR TFC RWY 15 WITH RWY HDG RELEASE. ON 1 MI FINAL, WE NOTICED AN ACFT ON THE LNDG RWY PROCEEDING IN THE OPPOSITE DIRECTION (RWY 33). WE EXPECTED THE TFC TO CLR AT A CTR TXWY, BUT THE PLANE (OPPOSITE DIRECTION) ON RWY 33 LIFTED OFF INTO OUR LNDG APCH. WE EXECUTED A MISSED APCH, ADVISED TWR AND PROCEEDED TO ENTER L UPWIND, KEEPING VISUAL SEPARATION. WE REMAINED IN L TFC AND LANDED. DEPARTING ACFT, ACCORDING TO TWR, HAD BEEN INSTRUCTED TO TAXI TO RWY 15, BUT TAXIED TO RWY 33. DEPARTING ACFT GIVEN CLRNC TO DEPART RWY 15 (WHEN WE WERE 2 MI OUT) BUT TOOK RWY 33 AND DEPARTED. NEITHER GND NOR LCL CTL VISUALLY OBSERVED THE AIRPLANE ON THE GND. TWR DID NOT OBSERVE THE ACFT DEPART. WE HAD TO POINT THE TFC OUT TO THE TWR AS IT PASSED AT THE APCH END OF RWY 15.
