Narrative:

Flight was local with the purpose of allowing a friend (not licensed) to continue getting flight experience. I used ft worth FSS to get the recorded dfw 50 mi forecast and current conditions. Flight path was planned to go from gky to 4t6 to F41, and from there, 'up in the air' (airport hopping/navigation) towards athens (F44). I elected to do a landing at hall (K00) after my passenger had landed at 4t6 and F41. Being a dirt runway, trees at runway 17 (approach runway) I set up for practicing soft field landing/touch and go. After I cleared the trees, I touched down. At that point we saw the centerline of the runway was dug up, with a 1 to 1 1/2 ft mound of dirt along the runway. I immediately put in full power and got airborne again. Then, about 10-20 degrees of right aileron was needed for straight and level. Upon landing at gky, my left inner flap was bent up, and left elevator bent and punctured. I called FSS and they said K00 notamed closed for 90 days effective may/xa/00. However, the runway was not X'ed out. Problem: for local flts, I (and most pilots) don't get full briefs. I did not have the NOTAM, but also did not decide to go there until in-flight. Problem: runway was not marked as closed. What if this had been a briefed cross country with an engine out and this was the nearest airport? Suggestion: why can't the automated FSS recordings (like here, 50 NM of dfw, act, GGG, abi, lvs) etc, also have options for listening to NOTAMS for the selected area? I hate to tie up a briefer on a VMC day for local flts, and usually use the twebs instead. Expensive lesson, but at least minor damage, no injuries.

Title: PA28 PLT LANDED ON RWY THAT WAS UNDER CONSTRUCTION.

WHAT IF THIS HAD BEEN A BRIEFED XCOUNTRY WITH AN ENG OUT AND THIS WAS THE NEAREST ARPT? SUGGESTION: WHY CAN'T THE AUTOMATED FSS RECORDINGS (LIKE HERE, 50 NM OF DFW, ACT, GGG, ABI, LVS) ETC, ALSO HAVE OPTIONS FOR LISTENING TO NOTAMS FOR THE SELECTED AREA? I HATE TO TIE UP A BRIEFER ON A VMC DAY FOR LCL FLTS, AND USUALLY USE THE TWEBS INSTEAD. EXPENSIVE LESSON, BUT AT LEAST MINOR DAMAGE, NO INJURIES.
