Primary Problem | Flight Crew Human Performance |
Narrative:
While back taxiing slowly on runway 36 my left wingtip contacted the fence marking the east side of the runway. The contact by the navigation light caused the plane to go further to the left and brought the wing into contact with the wire fence, creating a gash in the wing between 1 and 2 inches from the wingtip. I inspected the damage and returned to dtw without incident. Passenger deplaned normally. Contributing factors: 1) fixation on oil pressure, directional gyroscope and turn coordinator, 2) not being familiar with airport, and 3) dusk casting long shadow from building on west side of runway. Factors affecting quality of human performance: 1) low time pilot, 2) wanting to return before dark, and 3) distraction of radio traffic. Judgement/decision: 1) damage was more than cosmetic blemish but less than structural, and 2) plane was airworthy to return to base where repairs could be made. Actions: 1) plane grounded pending repair, and 2) folks notified and regulations checked -- 830.2 not 'accident' but 'incident.'

Title: PA28 PLT HIT A FENCE DURING TAXI.
Narrative: WHILE BACK TAXIING SLOWLY ON RWY 36 MY L WINGTIP CONTACTED THE FENCE MARKING THE E SIDE OF THE RWY. THE CONTACT BY THE NAV LIGHT CAUSED THE PLANE TO GO FURTHER TO THE L AND BROUGHT THE WING INTO CONTACT WITH THE WIRE FENCE, CREATING A GASH IN THE WING BTWN 1 AND 2 INCHES FROM THE WINGTIP. I INSPECTED THE DAMAGE AND RETURNED TO DTW WITHOUT INCIDENT. PAX DEPLANED NORMALLY. CONTRIBUTING FACTORS: 1) FIXATION ON OIL PRESSURE, DIRECTIONAL GYROSCOPE AND TURN COORDINATOR, 2) NOT BEING FAMILIAR WITH ARPT, AND 3) DUSK CASTING LONG SHADOW FROM BUILDING ON W SIDE OF RWY. FACTORS AFFECTING QUALITY OF HUMAN PERFORMANCE: 1) LOW TIME PLT, 2) WANTING TO RETURN BEFORE DARK, AND 3) DISTR OF RADIO TFC. JUDGEMENT/DECISION: 1) DAMAGE WAS MORE THAN COSMETIC BLEMISH BUT LESS THAN STRUCTURAL, AND 2) PLANE WAS AIRWORTHY TO RETURN TO BASE WHERE REPAIRS COULD BE MADE. ACTIONS: 1) PLANE GNDED PENDING REPAIR, AND 2) FOLKS NOTIFIED AND REGS CHKED -- 830.2 NOT 'ACCIDENT' BUT 'INCIDENT.'
