Narrative:
I had finished closed pattern work and contacted tower to terminate and taxi to parking. Clearance was given and I was told to monitor the ground frequency. I changed frequencys and proceeded on parallel taxiway and turned on taxiway D. 2 fuel trucks were on the taxiway blocking the r-hand 1/3 of the taxiway. I approached, slowed, and came to a stop. I had drifted off centerline a bit, but was in a safe and clear position and stopped. An individual with a radio came forward from between the fueling trucks and motioned me forward. He was to the front and right of my plane. I followed his motions, checking both wingtips and proceeded past the trucks. As he gave me a thumbs up signal, my left wingtip passed under the spinner of a tied down cessna and dented the spinner cone. Ground notified me of the contact, I acknowledged and stated I would park my plane and secure it, then would report. Airport security came and a report was filed. The lesson learned was that I am in control and do not have to accept directions from anyone on the ground. I need to consistently assess if every movement is a safe movement.

Title: PA28 PLT HIT ANOTHER ACFT DURING TAXI IN.
Narrative: I HAD FINISHED CLOSED PATTERN WORK AND CONTACTED TWR TO TERMINATE AND TAXI TO PARKING. CLRNC WAS GIVEN AND I WAS TOLD TO MONITOR THE GND FREQ. I CHANGED FREQS AND PROCEEDED ON PARALLEL TXWY AND TURNED ON TXWY D. 2 FUEL TRUCKS WERE ON THE TXWY BLOCKING THE R-HAND 1/3 OF THE TXWY. I APCHED, SLOWED, AND CAME TO A STOP. I HAD DRIFTED OFF CTRLINE A BIT, BUT WAS IN A SAFE AND CLR POS AND STOPPED. AN INDIVIDUAL WITH A RADIO CAME FORWARD FROM BTWN THE FUELING TRUCKS AND MOTIONED ME FORWARD. HE WAS TO THE FRONT AND R OF MY PLANE. I FOLLOWED HIS MOTIONS, CHKING BOTH WINGTIPS AND PROCEEDED PAST THE TRUCKS. AS HE GAVE ME A THUMBS UP SIGNAL, MY L WINGTIP PASSED UNDER THE SPINNER OF A TIED DOWN CESSNA AND DENTED THE SPINNER CONE. GND NOTIFIED ME OF THE CONTACT, I ACKNOWLEDGED AND STATED I WOULD PARK MY PLANE AND SECURE IT, THEN WOULD RPT. ARPT SECURITY CAME AND A RPT WAS FILED. THE LESSON LEARNED WAS THAT I AM IN CTL AND DO NOT HAVE TO ACCEPT DIRECTIONS FROM ANYONE ON THE GND. I NEED TO CONSISTENTLY ASSESS IF EVERY MOVEMENT IS A SAFE MOVEMENT.
