Narrative:
The second aircraft involved was a C650 that departed hpn and was wbound climbing to 7000 ft. The air carrier X jet was northbound from lga climbing to 7000 ft and the air carrier X ARTS full data block never acquired. Apparently the air carrier X flight plan was not stored in the computer, therefore was not going to tag on the target. The air carrier X jet reported a loss of separation with a learjet at 7000 ft, however the type aircraft was a citation (C650). The departure position became quite busy with training in progress. The departure handoff controller was asked to watch the target of the air carrier X jet to make sure it tagged up but, apparently the handoff person was distracted with coordination with another position. After review, the loss of separation occurred approximately 15 mi north of lga with the C650 at 7000 ft and the air carrier X jet at 6500 ft responding to an RA. If the air carrier X jet would have acquired an ARTS tag, this incident would in all likelihood have been avoided. Supplemental information from acn 475357: air carrier X came off lga runway 31 heading 360 degrees beacon was correct as per the strip waited to tag up, tried to refresh system. Many other things occurring at the time. Flight was removed from the system prior to aircraft taking off after the incident manual tag up air carrier X.

Title: AN MD80 NBOUND OFF LGA CLBING TO 7000 FT CONFLICTED WITH A C650 WBOUND OFF HPN ALSO CLBING TO 7000 FT.
Narrative: THE SECOND ACFT INVOLVED WAS A C650 THAT DEPARTED HPN AND WAS WBOUND CLBING TO 7000 FT. THE ACR X JET WAS NBOUND FROM LGA CLBING TO 7000 FT AND THE ACR X ARTS FULL DATA BLOCK NEVER ACQUIRED. APPARENTLY THE ACR X FLT PLAN WAS NOT STORED IN THE COMPUTER, THEREFORE WAS NOT GOING TO TAG ON THE TARGET. THE ACR X JET RPTED A LOSS OF SEPARATION WITH A LEARJET AT 7000 FT, HOWEVER THE TYPE ACFT WAS A CITATION (C650). THE DEP POS BECAME QUITE BUSY WITH TRAINING IN PROGRESS. THE DEP HDOF CTLR WAS ASKED TO WATCH THE TARGET OF THE ACR X JET TO MAKE SURE IT TAGGED UP BUT, APPARENTLY THE HDOF PERSON WAS DISTRACTED WITH COORD WITH ANOTHER POS. AFTER REVIEW, THE LOSS OF SEPARATION OCCURRED APPROX 15 MI N OF LGA WITH THE C650 AT 7000 FT AND THE ACR X JET AT 6500 FT RESPONDING TO AN RA.
