Narrative:
Attempted to obtain oceanic clearance from shanwick on data link. Data link indicated busy and displayed a 'do not try again.' attempted contact several times with shanwick oceanic on VHF 123.95. Heard shanwick communicating with other aircraft and other aircraft being advised to 'stand by, you are #3,' but shanwick did not respond to my calls. Finally, when shanwick communications began to fade in and out, I began calling shanwick on HF 5616. After numerous calls, shanwick finally answered and I requested oceanic clearance from them on HF. Was told to stand by. Upon reaching our oca entry point, I called our 'right turn' and when I was certain we were entering hold I called 'entering hold at 15 degrees west.' shanwick oceanic advised us to make contact on 134.27 and captain called shannon on that frequency. Captain advised in right turn entering hold. Shannon advised to return to 54N 15W at magnetic 32 degrees, mach .82 and mentioned nat track east. It was my understanding that we had received our oceanic clearance from her at that time, however, apparently she was just clearing us to 15 west and confirming our request for oceanic clearance. After passing 54N 15W the captain reported our position, time, altitude, ETA, 55N 20W, next position, etc. Shanwick responded with confirmation of our oceanic clearance. Shortly after making our 20 west position report, shanwick oceanic called and advised they were filing a report for entering oceanic airspace without a clearance. An aircraft out of mcguire AFB, nj, called us on HF radio frequency 5616 and said they heard our numerous calls and attempts to contact shanwick and indicated shanwick was unresponsive. Mcguire aircraft's call sign was military xyz. It appears now I should not have used the common courtesy to wait for my turn to talk to shanwick oceanic, but just keep calling until they responded.

Narrative: ATTEMPTED TO OBTAIN OCEANIC CLRNC FROM SHANWICK ON DATA LINK. DATA LINK INDICATED BUSY AND DISPLAYED A 'DO NOT TRY AGAIN.' HEARD SHANWICK COMMUNICATING WITH OTHER ACFT AND OTHER ACFT BEING ADVISED TO 'STAND BY, YOU ARE #3,' BUT SHANWICK DID NOT RESPOND TO MY CALLS. FINALLY, WHEN SHANWICK COMS BEGAN TO FADE IN AND OUT, I BEGAN CALLING SHANWICK ON HF 5616. AFTER NUMEROUS CALLS, SHANWICK FINALLY ANSWERED AND I REQUESTED OCEANIC CLRNC FROM THEM ON HF. AN ACFT OUT OF MCGUIRE AFB, NJ, CALLED US ON HF RADIO FREQ 5616 AND SAID THEY HEARD OUR NUMEROUS CALLS AND ATTEMPTS TO CONTACT SHANWICK AND INDICATED SHANWICK WAS UNRESPONSIVE. MCGUIRE ACFT'S CALL SIGN WAS MIL XYZ. IT APPEARS NOW I SHOULD NOT HAVE USED THE COMMON COURTESY TO WAIT FOR MY TURN TO TALK TO SHANWICK OCEANIC, BUT JUST KEEP CALLING UNTIL THEY RESPONDED.
