Narrative:
The aircraft diverted from a phx to cvg flight to land at ZZZ. The crew shut down #1 engine for high oil temperature. Fuel heat appeared to be stuck on. Upon arrival, we verified the fuel heat valve to be inoperative. We replaced the fuel heat valve, and system operated normally. Aircraft was then returned to service. No one involved was aware the aircraft required a windmill inspection, so none was performed. This was my first in-flight shutdown that I was involved with as a lead technician. Apparently the mechanics, my manager, and maintenance coordinators also missed the fact that it needed a windmill inspection for we all agreed that it was ok to return it to service.

Title: A B727-200 WAS DISPATCHED IN NON COMPLIANCE AFTER AN INFLT ENG SHUTDOWN FOR HIGH OIL TEMP WAS CORRECTED, BUT WINDMILL INSPECTION WAS NOT ACCOMPLISHED.

NO ONE INVOLVED WAS AWARE THE ACFT REQUIRED A WINDMILL INSPECTION, SO NONE WAS PERFORMED. THIS WAS MY FIRST INFLT SHUTDOWN THAT I WAS INVOLVED WITH AS A LEAD TECHNICIAN. APPARENTLY THE MECHS, MY MGR, AND MAINT COORDINATORS ALSO MISSED THE FACT THAT IT NEEDED A WINDMILL INSPECTION FOR WE ALL AGREED THAT IT WAS OK TO RETURN IT TO SVC.
