Narrative:
Flight departed runway 31 rst on runway heading. Shortly after departure the clearance to fly 260 degree heading to intercept V-24 kaspr 2 arrival was issued by rst departure. The first officer was flying and had V-24 tuned in. V-24 never came in on the first officer's radio. The controller reported we were going through the radial and fly 330 degree heading to intercept the kaspr 2 arrival. I became the PF and the radio was written up upon arrival in msp. (Note the navigation #2 radio appeared normal when tuned to fgt afterwards.) supplemental information from acn 478239: told to intercept V24 from rst VOR and then kaspr arrival to msp. #2 navigation on MEL for localizer inoperative. Captain's VOR was on farmington for arrival. #2 VOR showed we were not yet on V24, however, ATC came on and said we had missed the airway, and to turn to a heading to intercept kaspr arrival. We wrote up #2 VOR unreliable and the captain flew the remainder of leg.

Narrative: FLT DEPARTED RWY 31 RST ON RWY HEADING. SHORTLY AFTER DEP THE CLRNC TO FLY 260 DEG HDG TO INTERCEPT V-24 KASPR 2 ARR WAS ISSUED BY RST DEP. THE FO WAS FLYING AND HAD V-24 TUNED IN.
