Narrative:
Iad to lex repos flight to pick up passenger. Copilot (another company captain) was PF. ZID cleared us to cross 30 mi east of lex at 12000 ft. ILS runway 4 in use at lex. Made crossing restr then handed off to lex approach. Given left turn vector and descent to 5000 ft. I set up ILS's in the FMS. Coming through 10000 ft, PF called for 'in-range' checklist, at which point we started the APU. Flight engineer said speed was slightly high. I looked down to see 280 KIAS coming through 8900 ft. Flight engineer started checklist by stating 'landing data,' to which I replied 'initialized, posted.' it was following this that I said to the PF to 'check your speed.' shortly after I made a second speed call. Aircraft finally slowed to 250 KIAS passing 6000 ft. PF thought my statement 'check your speed' was in reference to 'landing data' on checklist. Of more importance was the fact that he used 'vertical speed' in descent below 10000 ft instead of 'flight level change' or 'VNAV.' 'vertical speed' is slowest to react to change speed. We should have selected 'flight level change' leaving 12000 ft.
Original NASA ASRS Text
Title: THE FLC OF A BIV EXCEEDS THE 250 KT SPD LIMIT UNDER 10000 FT SOME 30 MI E OF LEX, KY.
Narrative: IAD TO LEX REPOS FLT TO PICK UP PAX. COPLT (ANOTHER COMPANY CAPT) WAS PF. ZID CLRED US TO CROSS 30 MI E OF LEX AT 12000 FT. ILS RWY 4 IN USE AT LEX. MADE XING RESTR THEN HANDED OFF TO LEX APCH. GIVEN L TURN VECTOR AND DSCNT TO 5000 FT. I SET UP ILS'S IN THE FMS. COMING THROUGH 10000 FT, PF CALLED FOR 'IN-RANGE' CHKLIST, AT WHICH POINT WE STARTED THE APU. FE SAID SPD WAS SLIGHTLY HIGH. I LOOKED DOWN TO SEE 280 KIAS COMING THROUGH 8900 FT. FE STARTED CHKLIST BY STATING 'LNDG DATA,' TO WHICH I REPLIED 'INITIALIZED, POSTED.' IT WAS FOLLOWING THIS THAT I SAID TO THE PF TO 'CHK YOUR SPD.' SHORTLY AFTER I MADE A SECOND SPD CALL. ACFT FINALLY SLOWED TO 250 KIAS PASSING 6000 FT. PF THOUGHT MY STATEMENT 'CHK YOUR SPD' WAS IN REF TO 'LNDG DATA' ON CHKLIST. OF MORE IMPORTANCE WAS THE FACT THAT HE USED 'VERT SPD' IN DSCNT BELOW 10000 FT INSTEAD OF 'FLT LEVEL CHANGE' OR 'VNAV.' 'VERT SPD' IS SLOWEST TO REACT TO CHANGE SPD. WE SHOULD HAVE SELECTED 'FLT LEVEL CHANGE' LEAVING 12000 FT.
