Just received and read DOT/FAA publication #003099 'surface safety: everyone's responsibility.' reaction: my gawd! Is everybody stupid? Why: 1) page 2 indicates approximately 70% of runway incursions are caused by part 91 pilots/crew. 2) page 4 'safety tips' states 'be familiar with the airport.' 'review airport diagrams before taxiing or landing.' 'keep airport/taxi diagrams readily available during taxiing.' for most VFR part 91 operations, what airport diagrams? The only airport diagrams that are worthwhile (give taxiway alpha designations) are generally found only as part of the terminal procedures used for IFR operations -- not likely to be aboard a VFR part 91 operation. Most VFR only pilots probably aren't aware of the diagrams' existence. Are there solutions? Yes. 1) make available books of airport diagrams for twred fields. Not necessarily kept current as are terps. Distribute through same channels as charts. Encourage FBO's/aviation supply companies to distribute free (with advertisements). 2) make enlargements of diagrams available to FBO's to post in prominent places. 3) make diagrams available on internet. 4) encourage FBO's, etc to make small (approximately 5 1/2 inches by 8 1/2 inches) copies available for their field with 'you are here' marks and their advertisements if desired.
