Narrative:
Flap problem. Departure ord runway 9L. Went from flaps 11 degrees to flaps up. Right flap indicated it stayed at 11 degrees. MD80 operations manual does not address problem. Returned to land runway 9R. Flaps operated normally, but right flap indication remained at 11 degrees.
