Narrative:

Just west of fai international airport is a satellite airport (AK28). Aircraft at AK28 report their position and intentions on fai local frequency 118.3. AK28 is not visible from the tower. There is no CTAF for AK28. Operators there are instructed to report position and intentions with fai tower on 118.3. As a local controller I have had numerous aircraft go around for unrpted aircraft on the runway at AK28. I have also had aircraft report airborne off AK28 as they were unable to contact fai tower while on the ground. I believe that this operation is unsafe as it stands now. Again AK28 is not visible from the tower and there is no CTAF at AK28. Callback conversation with reporter revealed the following information: the reporter stated that AK28 had a CTAF frequency until recently when fai established a class D arsa. He said aircraft arriving and departing AK28 are now required to contact fai for traffic service. When traffic builds up at fai, controllers find it difficult to provide service in and out of AK28 which is only about 2 1/2 mi from fai. The airport is not visible from the fai tower.

OPERATORS THERE ARE INSTRUCTED TO RPT POS AND INTENTIONS WITH FAI TWR ON 118.3. AS A LCL CTLR I HAVE HAD NUMEROUS ACFT GO AROUND FOR UNRPTED ACFT ON THE RWY AT AK28. I HAVE ALSO HAD ACFT RPT AIRBORNE OFF AK28 AS THEY WERE UNABLE TO CONTACT FAI TWR WHILE ON THE GND. I BELIEVE THAT THIS OP IS UNSAFE AS IT STANDS NOW. AGAIN AK28 IS NOT VISIBLE FROM THE TWR AND THERE IS NO CTAF AT AK28. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT AK28 HAD A CTAF FREQ UNTIL RECENTLY WHEN FAI ESTABLISHED A CLASS D ARSA. HE SAID ACFT ARRIVING AND DEPARTING AK28 ARE NOW REQUIRED TO CONTACT FAI FOR TFC SVC. WHEN TFC BUILDS UP AT FAI, CTLRS FIND IT DIFFICULT TO PROVIDE SVC IN AND OUT OF AK28 WHICH IS ONLY ABOUT 2 1/2 MI FROM FAI. THE ARPT IS NOT VISIBLE FROM THE FAI TWR.
