Narrative:
During the taxi phase of a flight from las to sna, my copilot and I discussed planned changes to our normal procedures that would enhance safety. The time was XA00. When we passed through the gate that separates our hangar complex from the secure airport property, we were distraction and failed to call ground control for a taxi clearance. Instead, we proceeded without a taxi clearance to the hold short position at the runway. When we contacted the tower, the controller advised us of our mistake. The cause of the error was a non sterile cockpit environment during ground operations. The late hour may have played a role. It is ironic that the topic of the conversation that caused this problem was preventing just such an oversight. Corrective action will be to remain stationary until the taxi clearance is received.
