Narrative:
While on the eno-RBV1 arrival into ewr, my flight encountered an near midair collision situation. At approximately XA15, aircraft X was on the 238 degree radial inbound to rbv VOR approximately 3 mi from the station at 8000 ft. New york approach issued a TA for VFR traffic at 11 O'clock position and 6 mi, 8700 ft. We did not have traffic in sight as we were right in bases of broken cloud layer. Traffic appeared on TCASII followed by a 'traffic, traffic' advisory. At approximately 1 mi at our 11 O'clock position, the VFR traffic started a rapid descent, through the cloud layer. We received an RA to 'descend, descend now!' we complied and the VFR aircraft flew directly over us and missed us by 200 ft. We advised ATC of our evasive action. He replied 'roger, that VFR traffic just started descending.' we advised ATC that the VFR traffic was descending through the cloud layer IFR.

TFC APPEARED ON TCASII FOLLOWED BY A 'TFC, TFC' ADVISORY. AT APPROX 1 MI AT OUR 11 O'CLOCK POS, THE VFR TFC STARTED A RAPID DSCNT, THROUGH THE CLOUD LAYER. WE RECEIVED AN RA TO 'DSND, DSND NOW!' WE COMPLIED AND THE VFR ACFT FLEW DIRECTLY OVER US AND MISSED US BY 200 FT. WE ADVISED ATC OF OUR EVASIVE ACTION. HE REPLIED 'ROGER, THAT VFR TFC JUST STARTED DSNDING.' WE ADVISED ATC THAT THE VFR TFC WAS DSNDING THROUGH THE CLOUD LAYER IFR.
