Narrative:
Lost cabin pressurization during climb to cruise altitude. Both engine bleed valves failed closed. Performed emergency descent and advised ATC. Returned to den at 10000 ft. Emergency declared beginning of descent. Oxygen masks knocked captain's headset and glasses off. 11 oxygen generators failed to activate leaving 27 passenger and 2 flight attendants without oxygen. Fortunately the cabin never got over 11000-12000 ft MSL.
