Narrative:

While climbing through FL230 cabin altitude aural warning horn sounded. Cabin was climbing through 10000. Standby system failed to automatically actuate. When selected, standby would not control cabin. During descent, cabin control was regained with manual dc system. Flight continued to destination at 9000 ft. During descent through 10000 ft MSL, first officer flying aircraft, captain talking with company. Cockpit duties split, aircraft speed at 290 KTS below 10000 ft approximately 3-4 mins, then corrected to 250 KTS.
