Narrative:

While flying the missouri river en route from yankton, sd, to bismarck, nd, with several other airplanes spaced 1 mi apart, lower ceilings were encountered. Flying directly over the river 20 mi north of pierre, ceilings of less than 500 ft were encountered. Visual contact was lost with other planes and shoreline. Returned and landed at pierre with a 700 ft ceiling with no SVFR or IFR clearance, even though pierre has class east airspace to the ground. There were no traffic conflicts. We were using a WAC chart which does not show all airspace. I failed to turn around even though I saw all of the signs of an accident about to happen. I also did not have enough charts with me, followed by a landing into a busy airport with no clearance under IFR conditions. This could easily have been a deadly accident.

Title: PLT OF AN SMA SEL REVERSED COURSE DURING A LOW FLT OVER THE MISSOURI RIVER UNDERNEATH AN OVCST THAT LOWERED RESULTING IN DIVERTING TO LAND AT AN ARPT HE HAD JUST PASSED. HOWEVER, THE PIR ARPT IS IN CLASS E AIRSPACE AND WAS 700 FT OVCST WITH THREE QUARTER MI VISIBILITY REQUIRING AN IFR CLRNC OF WHICH HE DID NOT HAVE.

Narrative: WHILE FLYING THE MISSOURI RIVER ENRTE FROM YANKTON, SD, TO BISMARCK, ND, WITH SEVERAL OTHER AIRPLANES SPACED 1 MI APART, LOWER CEILINGS WERE ENCOUNTERED. FLYING DIRECTLY OVER THE RIVER 20 MI N OF PIERRE, CEILINGS OF LESS THAN 500 FT WERE ENCOUNTERED. VISUAL CONTACT WAS LOST WITH OTHER PLANES AND SHORELINE. RETURNED AND LANDED AT PIERRE WITH A 700 FT CEILING WITH NO SVFR OR IFR CLRNC, EVEN THOUGH PIERRE HAS CLASS E AIRSPACE TO THE GND. THERE WERE NO TFC CONFLICTS. WE WERE USING A WAC CHART WHICH DOES NOT SHOW ALL AIRSPACE. I FAILED TO TURN AROUND EVEN THOUGH I SAW ALL OF THE SIGNS OF AN ACCIDENT ABOUT TO HAPPEN. I ALSO DID NOT HAVE ENOUGH CHARTS WITH ME, FOLLOWED BY A LNDG INTO A BUSY ARPT WITH NO CLRNC UNDER IFR CONDITIONS. THIS COULD EASILY HAVE BEEN A DEADLY ACCIDENT.
